Neighborhood Stabilization Program
Plans regarding the use of Federal stimulus dollars from the Neighborhood Stabilization Program (NSP) authorized under Division B, Title III of the Housing and Economic Recovery Act of 2008 are now being developed by the Cuyahoga County Board of Developmental Disabilities and the Alcohol, Drug Addiction & Mental Health Services Board in Summit County (ADM Board).
NSP was established for the purpose of stabilizing communities that have suffered from foreclosures and abandonment. Through the purchase and redevelopment of foreclosed and abandoned properties, the goal of this program is being realized, while also stimulating the economy of the United States. 25% of all allocated stimulus funds must be used to house individuals whose incomes do not exceed 50% of area median income. An approved plan for the use of all allocated funds must be in place within 18 months of the receipt of the allocation.
In the 2010 Plan of the Cuyahoga County Board of Developmental Disabilities, $8 million in one-time stimulus funds are included in its 2010 budget for specified projects, plus remaining dollars that will be spent on Medicaid waiver match.
In Summit County, North Coast Community Homes is working with the ADM Board to develop its plan for usage of $8 million in Neighborhood Stabilization Funds, specifically for the 25% of these allocated funds that will be used to help provide homes for individuals with the dual diagnosis of severe mental illness and homelessness.
